Learn How to Send Money to Prison Commissary
Understanding Prison Commissary and How It Works
Prison commissary is a store located inside correctional facilities where incarcerated people can purchase items they need or want during their sentence. Unlike the general prison population's access to basic necessities provided by the facility, commissary offers personal hygiene products, snacks, clothing, writing materials, electronics like tablets, and other goods. The commissary system operates differently depending on the state, federal system, and individual facility. Some prisons run their commissary as an internal operation, while others contract with private companies to manage the store and delivery system.

Money sent to a prisoner's commissary account becomes available for them to spend during designated shopping times. Typically, inmates receive a commissary list showing available items and prices, then submit an order form or place orders through a tablet or computer system if available. The items are then delivered to their cell or housing unit. Prices in prison commissaries are often higher than what the same items cost outside—sometimes two to three times higher—because the commissary must cover transportation, security, storage, and facility overhead costs.
Different facilities have different commissary day schedules. Some prisons allow commissary shopping once a week, while others may allow it every two weeks or once a month. An incarcerated person can typically spend between $50 and $360 per month on commissary, though limits vary by facility and state. Having commissary funds matters significantly to prisoners because it allows them to maintain personal hygiene, supplement prison food, communicate with family through phone calls or emails, and have items that improve their quality of life during incarceration.
Practical Takeaway: Before sending money, contact the specific facility where the person is housed to learn their commissary shopping schedule, spending limits, and which items are actually available for purchase. This prevents sending money for items the facility doesn't sell.
Methods for Sending Money to Prison Commissary
Several different methods exist for sending money to an incarcerated person's commissary account, and the options available depend on which state prison system or federal facility houses the person. The most common method is using third-party money transfer services that specialize in prisoner payments. Companies like JPay, GTL (Global Tel Link), Securus, Inmate Commissary, and Keefe Group operate in many states and have developed systems specifically designed for depositing funds into inmate accounts. These services typically operate online or through mobile apps, allowing family members to send money from home without visiting the prison in person.

Some facilities still accept money orders or checks sent through the mail, though this method takes longer and is becoming less common. When using this approach, the money order or check must be sent to the facility's business office with the prisoner's name, inmate number, and the statement that it is for commissary. Processing time for mailed payments can take two to four weeks before funds appear in the inmate's account. A few facilities accept Western Union or MoneyGram payments, though this option has become rarer in recent years. Some state prison systems operate their own money transfer systems rather than using third-party vendors, which means researching the specific state's requirements is necessary.
Direct deposit is another method some facilities now offer, where authorized family members can set up recurring deposits from their bank account directly to the inmate's commissary account. This method requires initial registration through the facility's vendor system and typically involves providing banking information. Some facilities also allow cash deposits at kiosks located in or near the prison, though this is only practical if family lives within visiting distance. Federal prisons primarily use JPay and the Federal BOP (Bureau of Prisons) system for commissary deposits.
Practical Takeaway: Call the facility's main number and ask to speak with someone in the commissary or business office to find out which specific method they accept. Different states and even different facilities within the same state may use different vendors, so confirming ahead of time prevents sending money through a service the facility doesn't accept.
Step-by-Step Process for Sending Commissary Funds
The process for sending money begins with gathering the essential information about the incarcerated person. You will need their full legal name, inmate number or booking number, the name of the facility where they are housed, and sometimes their housing unit or cell block. Without accurate information, the money may be sent to the wrong facility or take much longer to reach the intended person's account. Inmate numbers are usually found on commissary statements, court documents, or can be obtained by calling the facility directly. If you don't have this information, the facility's information line can usually provide it over the phone.

Once you've gathered the necessary information, visit the website or app of the money transfer vendor your facility uses. Create an account by providing your name, contact information, and creating a login. After your account is set up, select the option to send money to an inmate. You'll enter the inmate's information as it appears in the facility's records, then specify the amount you want to send. Most vendors allow deposits between $10 and $500 per transaction, though daily and monthly limits may apply. After entering payment information (credit card, debit card, or bank account), you'll review the details and confirm the transaction.
Processing times vary by vendor and payment method. Credit and debit card payments through third-party vendors typically appear in an inmate's commissary account within 24 hours, though some take up to 48 hours. Bank transfers may take one to three business days. Money order or check payments through the mail typically take 10 to 21 days to process. Some vendors charge transaction fees ranging from $1.50 to $3 per deposit, though some states cap or prohibit these fees. After the money reaches the inmate's account, they receive notification and can place commissary orders during the next available shopping period. Many facilities send the account holder (the family member who sent the money) a confirmation email showing the transaction was successful.
Practical Takeaway: Keep records of all transactions, including confirmation numbers, amounts sent, and dates. This documentation helps if there are questions about whether funds reached the inmate's account and provides proof of payment if disputes arise.
Understanding Fees, Limits, and Restrictions
Financial costs associated with sending commissary money vary significantly depending on the vendor and payment method used. Third-party services typically charge transaction fees of $1.50 to $3.95 per deposit. Some services charge percentage-based fees—for example, 2 to 3 percent of the amount being sent. Over a year, if a family sends $50 monthly through a vendor charging $2.95 per transaction, that equals $35.40 in fees annually. However, some states have passed laws limiting or banning fees for commissary transfers, so the cost structure may depend on location. Direct bank transfers sometimes have lower fees than credit card payments through the same vendor. Money orders sent by mail typically cost $1 to $2 at banks or retail stores, making them cheaper per transaction but slower to process.

Each facility sets spending limits on how much an incarcerated person can have in their commissary account at any given time. Federal facilities typically allow inmates to spend up to $360 monthly, though this limit can be lower for inmates in disciplinary housing. Many state systems allow $50 to $200 monthly limits. Some facilities implement daily or weekly spending limits as well—for example, allowing only $30 per week to be spent even if the account has more funds available. These limits exist to prevent overcrowding at commissary windows and to encourage responsible spending. Understanding the facility's specific limits helps determine how much to send and how often to send deposits.
Restrictions on what can be purchased through commissary also matter. Most facilities prohibit alcohol, tobacco, drugs, and weapons. Items like certain electronics, photos, or publications may be restricted at some facilities but allowed at others. Some facilities restrict how many of certain items can be purchased—for example, limiting candy or soda purchases. Foods containing too much sugar or sodium may be limited for inmates with documented health conditions. The inmate can typically only spend funds on items the facility offers through its commissary list, so the available product selection determines what the money can actually purchase. Some facilities update their commissary lists seasonally or may temporarily remove items due to supply chain issues.
Practical Takeaway: Ask about both the spending limit per month and any restrictions on what your loved one can purchase. Sending large amounts of money won't help if the facility caps monthly spending, so timing multiple smaller deposits to match the monthly limit makes more sense than sending one large sum.
