Learn About SNAP and TANF State Programs

Understanding SNAP: How the Food Assistance Program Works

The Supplemental Nutrition Assistance Program, known as SNAP, is a federal program that provides monthly benefits to help people purchase food. Previously called food stamps, SNAP has evolved into a card-based system that works like a debit card at grocery stores and farmers markets across the country. As of 2023, SNAP serves approximately 42 million people monthly, making it one of the largest federal assistance programs in the United States.

SNAP operates through state agencies that distribute federal funds to participants. Each state runs its own SNAP program within federal guidelines, which means the program works slightly differently depending on where you live. The U.S. Department of Agriculture (USDA) sets the basic rules and provides the federal funding, but state human services departments handle the day-to-day operations, processing, and benefit amounts.

The program provides a monthly benefit amount based on household size and income. For example, a single person with minimal income might receive around $280 per month in 2024, while a family of four with qualifying income could receive approximately $1,032 monthly. These amounts adjust yearly to reflect changes in food costs. Benefits are loaded onto an Electronic Benefits Transfer (EBT) card, which participants use just like a regular debit card at authorized retailers.

SNAP benefits can purchase a wide range of food items including fruits, vegetables, grains, proteins, dairy products, and snacks. The program specifically cannot be used for hot foods, restaurant meals, alcohol, tobacco, vitamins, medicine, or household supplies. This restriction exists because SNAP is designed specifically to help people buy food they can prepare at home.

The program serves many different populations, including working families with low incomes, seniors on fixed incomes, people with disabilities, and unemployed individuals. In fact, roughly 40% of SNAP participants are in working households where employment simply doesn't provide enough income to cover food expenses. This statistic shows SNAP serves people beyond those without jobs.

Practical takeaway: Learning about SNAP helps you understand what the program covers, how benefits work, and whether it might be relevant to your situation. Visit your state's SNAP website or contact your local human services office to learn about specific income levels and household size requirements that apply in your area.

TANF Programs: Cash Assistance and Support Services

Temporary Assistance for Needy Families (TANF) is a federal block grant program that provides cash assistance and related services to low-income families. Unlike SNAP which focuses on food, TANF offers monthly cash payments that families can use for rent, utilities, transportation, childcare, and other living expenses. Each state receives a fixed amount of federal funding and designs its own TANF program within broad federal requirements.

TANF replaced an earlier program called Aid to Families with Dependent Children (AFDC) in 1996. This change introduced work requirements and time limits to federal cash assistance. Currently, TANF serves approximately 1 million families monthly, a significant decrease from earlier decades. The reduction reflects both policy changes and economic shifts in the United States.

The program is called "temporary" because it includes limits on how long families can receive benefits. Federal rules allow benefits for a maximum of 60 months over a lifetime, though states can set shorter limits. Many states also require adults in TANF households to work or participate in work-related activities like job training or education programs. These requirements mean TANF functions differently than earlier cash assistance programs.

TANF programs vary considerably by state. In Mississippi, monthly benefits for a family of three average around $170, while in Massachusetts the same family might receive approximately $712 monthly. These differences exist because states set their own benefit levels and have different costs of living. Some states also offer additional services through TANF funding, such as childcare help, transportation assistance, or job training programs.

Beyond cash assistance, TANF funding supports related services that help families achieve self-sufficiency. These services might include job placement assistance, skills training, mental health counseling, substance abuse treatment, and domestic violence support. Some states use TANF funds for childcare subsidies to help parents work or attend education programs. These supportive services recognize that families often need help beyond cash payments to become economically stable.

Practical takeaway: Understanding TANF helps you recognize what cash assistance might cover and what work-related expectations may apply. Contact your state's TANF agency (often called TANF, Family Assistance, or Temporary Assistance by different names) to learn about specific benefit amounts, work requirements, and services available in your state.

Income and Asset Limits for SNAP and TANF

Both SNAP and TANF programs use income and asset thresholds to determine who can participate. However, the limits differ between the two programs, and they also vary by state for TANF. Understanding these limits helps you learn whether a household's financial situation falls within program parameters.

For SNAP, federal rules set national income guidelines. In 2024, the gross monthly income limit for a single person is approximately $1,868, and for a family of four it's roughly $3,822. These numbers represent 130% of the federal poverty line. However, SNAP programs use various deductions to calculate "net income" after removing certain expenses, which means some households with income above these limits may still participate. States can also choose to use higher income limits in some circumstances.

Asset limits in SNAP are relatively high. A household can typically have up to $2,750 in countable resources, or $4,250 if at least one person is elderly or disabled. Many assets don't count toward the limit, including a home, one vehicle, retirement accounts, and certain education savings. This means people with some savings or property ownership may still participate in SNAP if their income qualifies.

TANF programs set their own income and asset limits within federal guidelines, creating significant variation across states. Some states use the same 130% poverty threshold as SNAP, while others use 100% of poverty level or different percentages. A family that participates in one state's TANF program might not participate in another state's program because of these different thresholds. This variation reflects how much control states have over their individual programs.

Asset limits for TANF also vary by state but are generally higher than older cash assistance programs. Many states set TANF asset limits between $1,000 and $10,000, though the specific amount depends on the state and family circumstances. Some states have removed asset limits entirely for TANF, recognizing that asset ownership shouldn't prevent families from receiving temporary assistance during hardship.

Both programs exclude certain income and assets from their calculations. For example, the first $50 to $150 of child support payments typically doesn't count as income in SNAP calculations. Earned income deductions allow SNAP households to exclude a portion of work earnings. These deductions and exclusions recognize that certain income or assets relate to work or family support rather than available resources for basic needs.

Practical takeaway: Gather information about your household's monthly income and assets, then contact your state agency to learn the specific limits for your area. Income and asset situations often seem complicated, but state workers can explain how various items do or don't count in determining participation.

Work Requirements, Time Limits, and Conditions

SNAP and TANF have different approaches to work requirements and time limits, reflecting their different purposes. Understanding these conditions helps you know what expectations may apply if you engage with either program.

SNAP has modest work requirements compared to TANF. Most working-age adults without children can receive SNAP for only three months in a 36-month period unless they work at least 20 hours weekly or participate in approved work programs. However, many people are exempt from this requirement, including parents caring for children under age 6, people with disabilities, seniors, and those in certain hardship situations. States can request waivers to suspend these requirements during periods of high unemployment, which happened frequently during economic downturns.

TANF includes stronger work requirements. Adults in TANF households must typically work or participate in work-related activities within two years of receiving benefits. Acceptable activities include employment, on-the-job training, vocational education, job search, community service, or caregiving for disabled family members. States measure their success through "work participation rates" — the percentage of families that include someone working or in work activities. Federal rules require states to maintain specific work participation rates or face funding reductions.
