What This Free Minnesota EBT Shopping Guide Covers

The guide focuses on practical information for people who use or may use EBT benefits in Minnesota. It explains how the EBT card functions as a payment method, what types of stores accept EBT, and which products fall within program guidelines. The resource does not determine who may receive benefits or process any applications—it simply provides information about how the program works once someone receives benefits.

According to the U.S. Department of Agriculture, approximately 614,000 individuals in Minnesota participated in the Supplemental Nutrition Assistance Program (SNAP) as of 2023. Many of these individuals use EBT cards as their primary method for purchasing food benefits. A guide explaining how to use these cards effectively can help people make informed shopping decisions.

The guide also covers common questions about what happens when benefits are added to an EBT card, how to check a card balance, and what to do if a card is lost or damaged. This type of information helps people understand the practical day-to-day use of their benefits.

Practical Takeaway: Before visiting a store to use EBT benefits, review the guide to understand how your card works and what items you may purchase. This preparation can make shopping faster and reduce confusion at checkout.

Understanding Minnesota's Food Benefit Programs and EBT Cards

Minnesota administers several food assistance programs, with SNAP being the largest. SNAP provides monthly benefits that load onto an EBT card, which works similarly to a debit card at grocery stores and other authorized retailers. The program serves low-income households, seniors, and people with disabilities across the state.

The EBT card system has been in use since the 1990s and replaced paper food stamps in Minnesota. According to state data, EBT cards make shopping more convenient and provide better privacy for users compared to paper vouchers. The card displays no information about the account holder or program participation, so using it looks like any other payment method.

Minnesota also offers other nutrition programs alongside SNAP, including:

• The Women, Infants, and Children (WIC) program, which serves pregnant women, new mothers, and young children with specific food packages
• The Senior Farmers Market Nutrition Program, which provides senior citizens with vouchers for produce at farmers markets
• Child Nutrition Programs, which provide meals to students during the school year
• The Emergency Food Assistance Program (TEFAP), which distributes food through food banks and pantries

The informational guide focuses primarily on SNAP and how EBT cards work within that program. Understanding which program you may be using helps you know what information in the guide applies to your situation. Each program has different rules about what foods may be purchased and how benefits work.

Benefits are calculated based on household size and income. A household of one person may receive different monthly amounts compared to a household of four people. The guide explains how benefits are added to the card each month and when to expect the funds to appear.

Practical Takeaway: Identify which program you use or are interested in learning about. Then focus on the relevant sections of the guide that describe that specific program's rules and how the EBT card functions for your situation.

Foods and Items You Can and Cannot Purchase With EBT

One of the most important parts of any EBT shopping guide is clarity about what items may be purchased with benefits. Federal rules determine which products are approved, and these rules are the same across all states, though Minnesota may provide additional state-specific information.

Foods that may be purchased with SNAP benefits include:

• Fruits and vegetables (fresh, frozen, and canned without added sugars)
• Meat, poultry, and fish
• Dairy products including milk, cheese, and yogurt
• Breads and cereals
• Snack foods like nuts and seeds
• Beverages including juice and milk
• Prepared foods that are not hot at the time of purchase

Items that cannot be purchased with SNAP benefits include:

• Hot or ready-to-eat foods prepared in the store
• Alcohol or tobacco products
• Vitamins and medicines
• Pet food
• Household supplies like soap, paper towels, or cleaning products
• Personal care items
• Restaurant meals, even if you have a disability or are elderly

The distinction between approved and non-approved items sometimes confuses shoppers. For example, cold fried chicken from a grocery store deli may be allowed, but hot fried chicken from a restaurant is not. Similarly, a frozen prepared meal that you heat at home is allowed, but the same meal purchased hot from a store is not allowed. The key factor is whether the food is hot and ready to eat at the point of purchase.

Minnesota's informational guide provides examples and scenarios to help clarify these rules. Many grocery stores also post signs or provide handouts showing what items fall into each category. Store cashiers are trained to understand these rules and can answer questions at checkout.

Practical Takeaway: Before shopping, review the approved and non-approved foods list in the guide. Make a shopping list based on approved items. If you are unsure about an item while shopping, ask a store employee or check the guide before approaching the checkout.

How to Use Your EBT Card at Minnesota Stores and Retailers

Using an EBT card is a straightforward process that becomes routine once you understand the basic steps. The card functions as a payment method at authorized retailers throughout Minnesota, similar to how a debit card works, though with specific limitations on what may be purchased.

The first step is to locate authorized retailers in your area. According to the U.S. Department of Agriculture, Minnesota has over 3,800 authorized SNAP retailers, including supermarkets, grocery stores, farmers markets, and some convenience stores. The Minnesota Department of Human Services maintains a searchable list of authorized retailers on its website, allowing you to find nearby locations before you shop.

When shopping at an authorized store, follow this process:

• Select approved food items and place them in your cart
• Proceed to the checkout area
• Present your EBT card to the cashier
• The cashier will process the card as payment
• Enter your Personal Identification Number (PIN) when prompted
• The transaction processes, deducting only approved items from your benefits balance
• Any non-approved items must be paid for with cash or another payment method

Your EBT card has a PIN, which is like a password that protects your benefits. Only you should know your PIN. If someone else knows your PIN, they could use your benefits without your permission. The guide provides information about protecting your PIN and what to do if you think someone has accessed your card without consent.

Checking your balance is important for knowing how much you may spend. You can check your balance by calling the customer service number on the back of your card, checking online through Minnesota's system, or asking the cashier to tell you your balance during a transaction. These methods are free and available 24 hours a day.

Many retailers in Minnesota now offer online shopping with EBT benefits, though this service may not be available everywhere. The guide explains how to shop online and have groceries delivered using your EBT card in areas where this service is offered.

Practical Takeaway: Protect your EBT PIN like you would protect a password for online banking. Keep your card in a safe place. Check your balance regularly so you know how much you may spend. Use the authorized retailer list to find stores near you
