It serves as an informational resource to help people understand the passport system before they visit a passport acceptance facility or contact the U.S. Department of State.
Practical takeaway: Use this guide to learn the fundamentals of how passports work and what to expect before visiting an official passport acceptance location in Bellingham.
Understanding Passport Types and Their Differences
The United States offers different types of passports, and understanding the distinctions between them helps people decide which document might meet their travel needs. The two main types are the passport book and the passport card, each with specific characteristics and purposes.

A passport book is the traditional document—a bound booklet with pages where visas and travel stamps are recorded. Passport books measure approximately 5 by 3.5 inches and contain 28 pages in the standard version, though extended books with 52 pages are also available. The book is valid for international travel by air, sea, or land. According to the U.S. Department of State, passport books remain the most widely recognized travel document globally. Many countries accept passport books as the primary form of identification for entry.
A passport card is a newer option, introduced in 2008, that looks similar to a credit card and fits easily in a wallet. Cards are valid for land and sea travel to Canada, Mexico, Bermuda, and the Caribbean. However, passport cards cannot be used for international air travel. The card is smaller and more portable than a book, making it convenient for frequent travelers to nearby countries who prefer not to carry a larger document.
The Bellingham Passport Information Guide explains these differences in detail, including information about validity periods. Passport books issued to adults are valid for 10 years, while books for minors under 16 are valid for 5 years. Passport cards follow the same validity periods. The guide describes the renewal process for each type and explains situations where someone might choose one type over another based on their travel plans.
Practical takeaway: Review the guide's explanation of passport types to determine which document type might suit your travel patterns and destination countries.
Passport Fees and What They Cover
The Bellingham Passport Information Guide provides detailed information about passport costs, helping people understand what fees apply and what services they cover. Fees vary depending on the type of document requested and whether it is a new passport or a renewal.

As of 2024, the U.S. Department of State charges specific fees for passport services. For a new passport book for an adult, the total cost typically includes a passport issuance fee and an execution or acceptance fee. The execution fee is paid to the acceptance facility in Bellingham, while the issuance fee is federal and goes to the Department of State. For a new passport card, fees are lower than a book because the card document itself costs less to produce. Renewal fees differ from new passport fees because the renewal process is simpler and requires less verification.
The guide explains that additional costs may apply in certain situations. Expedited processing—where a passport is processed faster than standard timeframes—involves an extra fee. Overnight delivery options also add to the total cost. Photos and certified copies of vital records, if needed, are separate expenses not included in passport fees. People might also need to pay fees to obtain birth certificates or other supporting documents if they do not already have them.
Payment methods accepted at Bellingham passport acceptance facilities typically include cash, checks, and credit or debit cards, though the guide recommends confirming current payment options when visiting. The information provided helps people budget for passport costs and understand why fees exist. Fees support the document production process, security features, and the administrative systems that track and issue passports.
Practical takeaway: Use the fee information in the guide to plan your budget and understand what expenses to expect beyond the basic passport fee.
Passport Photo Requirements and Standards
Passport photos must meet specific federal requirements, and the Bellingham Passport Information Guide explains these standards in clear detail. Photos are a critical component because they serve as facial verification throughout the passport's validity period. The guidelines ensure consistency and allow border officials to accurately compare a person's face to their photo across different interactions.

The U.S. Department of State maintains strict photo specifications. Photos must be 2 by 2 inches in size, taken within the last six months, and printed on white or off-white background paper. The photo must show a full frontal view of the face with a neutral expression and eyes open, looking directly at the camera. Lighting must be even across the face, without shadows under the chin or cheekbones. Both ears must be visible, and the head must be centered and fill between 50 and 69 percent of the photo.
The guide covers restrictions on what cannot appear in a passport photo. Sunglasses, tinted glasses, or eyeglasses that obscure the eyes are not permitted unless prescribed by a doctor for medical reasons and accompanied by a signed statement from the physician. Hats, head coverings, and hair that obscures facial features are generally prohibited, though religious head coverings may be worn if they do not hide any facial features. Digital alterations, filters, or heavy makeup that changes someone's recognizable appearance are also not permitted.
Bellingham residents can obtain acceptable passport photos at various locations, including pharmacies with photo services, professional photographers, and some post offices. The guide provides information about typical costs for passport photos and explains how to verify that a photo meets federal requirements before submitting it. Some facilities specialize in passport photos and understand the exact specifications, reducing the risk of rejection.
Practical takeaway: Review the photo standards in the guide before taking or obtaining your passport photo to prevent delays caused by rejected photos.

Standard processing for passport books currently takes several weeks to several months, depending on the season and workload at processing facilities nationwide. The U.S. Department of State publishes estimated processing times regularly, and these times fluctuate. During peak travel seasons—typically spring and summer—processing takes longer because more people are requesting passports. During slower periods in fall and winter, standard processing may move faster. The Bellingham Passport Information Guide explains this seasonal variation and recommends that people consider their travel dates when deciding whether standard or expedited processing might be appropriate.
Expedited processing, when chosen, reduces standard processing times by several weeks. This option involves additional fees and allows the Department of State to prioritize a specific request. Even with expedited processing, applicants should expect to wait a minimum of several weeks. The guide explains that expedited processing does not mean an instant result and that people should plan accordingly.
Passport card processing sometimes moves faster than passport book processing because cards contain fewer pages and require less production time. However, cards also follow the same general timeframes as books during peak periods. The guide provides information about checking the status of a passport request, explaining how applicants can contact the Department of State or visit the official website to monitor progress.
The information helps people understand that passport processing requires time and planning. The guide recommends avoiding situations where travel dates are too close to when a passport request is submitted, as delays can occur
